Proposed Constitutional Amendment Concurrent Resolution (CACR)

RELATING TO: Allocation of Government Resources Exclusively to Citizens.

PROVIDING THAT: The government of the State of New Hampshire shall direct all resources to the citizens of the State of New Hampshire exclusively, and that terms in the Revised Statutes Annotated referring to the public, people, residents, community, inhabitants, civilians, man, human, or similar shall be interpreted to mean citizens of the State of New Hampshire only.

Be it Resolved by the House of Representatives, the Senate concurring,

  1. That the second part of the constitution be amended by inserting after article 3 the following new article:

[Art.] 3-a. [Exclusive Allocation of Resources to Citizens.] All political power is inherent in the citizens. The government of this State and its political subdivisions shall therefore direct all activities exclusively to the citizens of New Hampshire.

  1. That the second part of the constitution be amended by inserting after article 11 the following new article:

[Art.] 11-a. [Interpretation of Terms.] In this Constitution and in the Revised Statutes Annotated, all words referring to the public, people, persons, residents, or inhabitants shall be construed, with prejudice, to mean citizens of New Hampshire.

  1. That non-substantive formatting changes to the constitution necessitated by the amendment be incorporated.

  1. That the secretary of state place the amendment on the next ballot.

  1. That the wording of the question put to the qualified voters shall be: “Are you in favor of amending the New Hampshire Constitution to require that all government activity benefit the citizens of New Hampshire exclusively, and that words like ‘inhabitants,’ ‘people,’ or ‘residents’ in state law be read to mean citizens only?”
  1. That if the proposed amendment is approved by 2/3 of those voting on the amendment, it becomes effective when the governor proclaims its adoption.
